Young Scots Still Able to Drink

It looks like the proposal in Scotland to raise the drinking age to 21 is likely to fail due in part to protests by students.
It is interesting that there is so much to do about raising it when the States have been stuck on 21 for over 20 years. I'd say there is no way ours will ever get lowered in the forseeable future.
